this was made using photoshop cs2
but most photoshops are the basically same
you'll need a basic understanding of photoshop to do this
step 1 - create a new document, size 420 pixels width and 200 pixels height
step 2 - select your text tool and click and drag to make a text box
step 3 - add a white colored stroke to this text layer
step 4 - now you dupilate this layer, press CTRL+J or right click on the layer and select duplicate
step 5 - click back on the "sample" layer. the layer under your copied layer
step 6 - adjust the stroke settings of the bottom "sample" layer to match the ones below
step 7 - duplicate the "sample" layer again, press CTRL+J or, right click on the layer and select duplicate
step 8 - click back to the bottom "sample" layer and adjust the stroke settings to match the ones below
use this pattern 
yes it's small
step 9 - add a drop shadow and match your setting to the ones below
save, and your done!
